My child is being abused in the public school system......Who do I report it too?

My son is suffering from bullies and is an undiagnosed dyslexic. I recognized this because I'm dyslexic and I see the same signs that I had in him. I have an appointment for testing but its not until Jan. (And GA doesn't recognize dyslexia.) Consequently, he is suffering from REAL emotional stress. He has emotional outburst and anger issues. His teacher is ignoring the bullies and the school system is ignoring the learning disability. I have repeatably met with the principal and the teachers for the last few years to resolve the situation and yet my son is falling farther and farther behind. I feel like he is being ped along and his learning disability ignored. I sent them an exceptionally bright child who liked school; I now have a child who come home choked one the bus, a tooth knocked out, who thinks he's an idiot and hates school. They seem unfased when I threaten to sue them. I am at a loss as to how to deal with these people.........How do you make them do their jobs. If I sent my child to THEM covered in bruised and with teeth knocked out they would call DHS........Who can I call to report them?
