My 5 week old puppies have figured out how to get out of the little kiddie pool we keep them in.?

Now they are roaming around everywhere when i get home. I need some suggestions on how to keep the puppies contained and yet allow the momma dog to get in there with them. They are weiner dogs so the mom can't get over anything too high. Any suggestions?
